This past weekend, WECA Arizona Outreach and Workforce Development Specialist Heath Anderson was a guest on the Arizona & Me program; a weekly public affairs program that examines issues and topics relevant to the state of Arizona, its people, and its communities.

Heath was invited to interview along with Carlos Contreras, the Director of the Arizona Office of Economic Opportunity.

During the interview, they discussed Arizona Governor Katie Hobbs' BuildItAZ initiative, which aims to double the amount of apprenticeship opportunities provided in Arizona, and the opportunities that the building trades and apprenticeship offer Arizona workers.

Confirmed Mission, Vision, and Association Objectives for Next Phase of Growth




















 

WECA's recent strategic leadership event brought together members of our Boards of Directors, Trustees, and senior staff to align around shared priorities and strengthen the organization’s forward momentum. The collaborative sessions, which included a mixture of formal, facilitator-led planning exercises and idea-sparking social events, laid a strong foundation for growth, innovation, and impact.

Through a tailored SWOT analysis, the group discussed the challenges and opportunities involved in maintaining the rapid growth and expansion the association has enjoyed in recent years.

The meeting resulted in three forward-looking objectives: strengthening WECA's organizational foundation, expanding into new markets, and increasing political engagement and influence.

All in attendance reaffirmed WECA’s role as a contractor-driven association and leader in the electrical and low voltage industries, and refreshed the association's vision and mission:

This is to notify interested parties that enforcement has now resumed for the contractor registration requirements as well as the requirements for the submission of electronic certified payroll records (eCPRs) using the DIR’s online system.  

Contractors will not be required to retroactively submit eCPRs nor will they be required to retroactively register for the period of time that the stay of enforcement was in effect, which was from 6/22/2024 through 6/22/2025.

As a reminder, the early registration and renewal sign up is now open! 

You can now register or renew your Public Works Contractor Registration for the next fiscal year, which starts July 1, 2025. Click the link here to sign up a new user account and get started.

Message to contractors -- The early registration and renewal sign up is now open! You can now register or renew your Public Works Contractor Registration for the next fiscal year, which starts July 1, 2025.

The 2025-2026 fiscal year begins July 1, 2025. Contractors will need to register or renew their Public Works Contractors Registration number for the new fiscal year prior to July 1, 2025.

Who needs to register?

  • Registration or renewal is encouraged for each fiscal year (July 1-June 30th). Contractors can register or renew their registration up to three (3) years in advance. Early registration is encouraged so that businesses can continue working on public works projects without interruption. The registration fee is $400 per fiscal year.

Why is it important to register?

  • The Labor Commissioner temporarily paused enforcement of the contractor registration requirement to submit electronic certified payroll records (eCPRs) to the Labor Commissioner using DIR's online eCPR system from June 22, 2024 through June 22, 2025.
  • The Labor Commissioner's Office will resume enforcement of these requirements beginning June 23, 2025. Once the stay of enforcement is lifted, contractors will not be required to retroactively submit eCPRs nor will they be required to retroactively register but contractors will be required to submit eCPRs and register moving forward.

What is required?

  • In addition to registering, contractors are required to electronically submit certified payroll records to the public works online system here. Registration and log-in are located at the top right corner of the webpage.

Thursday, May 29, 2025   Congratulations Leanne Sipes, WECA's Senior Accountant, on Her Retirement After 17 Years with WECA


 

WECA’s Senior Accountant, Leanne Sipes, is retiring this summer after 17 years of service to WECA. At an all-team event on May 29th, several of Leanne's coworkers shared stories of the impact she had on them and on WECA, and told her how much she'll be missed!

Leanne began working at WECA in August 2008 and has helped shepherd us through several years of growth and progress.

“I’ve stretched the role quite a bit, working with other departments and keeping it interesting,” recalls Leanne. “I kept up with the growth by continually finding ways to streamline various processes. The very first month I processed member dues invoices, there were 94 dues invoices. Now, in May 2025, we processed over 360 dues invoices. And our training contributions are triple what they were since I started. With every bit of growth, the accounting team adapts and finds new ways to serve our members and WECA’s goals.”

During her tenure at WECA, Leanne enjoyed always having something new to learn, and the challenge of finding process improvement opportunities.

But even more so—Leanne cherished her relationships with her colleagues.

“Any day I get to laugh with someone is a favorite memory,” says Leanne. “I’ve learned so much from working with you all—thank you! I’m rooting for everyone.”

Looking forward to retirement, Leanne reports that there is no “grand plan.”

“I’m approaching it like a good book…hopefully with lots of great chapters!”, says Leanne.

We love that attitude, Leanne—and it’s a great principle to apply toward life in general!

Thank you, Leanne, for everything you have given to WECA during these past 17 years, and all the help you gave to your coworkers and our members alike! You played an instrumental role in our growth, and will always be an esteemed member of the WECA family. We will miss you!

Thursday, May 29, 2025   Celebrating Senior Education Advisor and Curriculum Development Lead Rick Labon's 20 Years at WECA


 

Rick Labon, WECA’s Senior Education Advisor and Curriculum Development Lead, is celebrating his 20th working anniversary with WECA this year!

Before beginning his WECA career as an instructor at our San Diego training facility in 2005, Rick gained extensive experience in the electrical industry, from apprentice to journeyman, to foreman, supervisor, and electrical contractor. Altogether, Rick has worked in the industry for over 40 years—but his interest in the electrical field all began in his junior high school electronics class, when he took a particular interest in three-way and four-way switching.

Rick was instrumental in the opening of WECA’s Riverside training facility in 2010, and was our first Lead Instructor at that location.

In his current role as Senior Education Advisor and Curriculum Development Lead, Rick creates all manner of learning content for WECA’s Apprenticeship, GetWired Electrician Trainee, Journeyperson Continuing Education, and Industry Education programs. Rick’s role has a heavy emphasis on the development of interactive e-learning content for engaging online courses and simulations.

“In the coming years, I hope to incorporate ever more interactivity for our learners,” says Rick. “Being an electrician is a hands-on trade, and designing courses that require learners to build or wire equipment in a virtual scenario helps reinforce the concept of why we do what we do as electricians.”

Michelle Gilkey, WECA's CGO/CINO, says “Rick is always pushing the envelope on electrical industry education. If you've ever seen any of the excellent original technical illustrations in our curriculum, those were created by Rick. He taught himself extended coding skills for our eLearning development platform so he could gamify our learning activities and assessments. He’s been a mentor to so many of his team members, and not a week goes by that I don't hear someone asking for his insight and guidance.”

Rick surmises that WECA’s greatest asset is its ability to adapt as the electrical trade continues to evolve and its focus on implementing new technologies into its training programs. “Our highly knowledgeable instructors provide our students with the most current and up-to-date information on electrical building trends. This includes using job site management tools for real-time collaboration and digitized documentation management via mobile apps,” says Rick.

Rick reports that his favorite aspect of his role is having the ability to take a concept, create content based on code or theory, create illustrations, and bring to life “why we safely do many of the things we as electricians do every day.”

Rick reflects that one of the most memorable moments of his WECA career was when his former student, 2018 WECA Commercial Electrical Apprenticeship Valedictorian Demi Zayas, gave a moving and memorable speech on her motivator to excel as an electrician—her daughter.

When not working—which Rick’s wife, Sherry, says he does too much of—Rick enjoys playing the guitar (his heroes are Eric Clapton and Carlos Santana), non-edible gardening, riding his motorcycle, and spending time with his seven grandchildren.

Speaking of Sherry, Rick thanks her for “giving me the confidence to become an instructor when WECA asked me to join the team.”

WECA would also like to thank Sherry for giving Rick the confidence to join WECA. Rick’s contributions to WECA over the course of his (thus far) twenty-year career with us have been immeasurable, not least of which includes his involvement in making WECA’s electrical apprenticeship and training programs the best in the industry.

WECA employees participated in their second annual 22 push-up challenge to raise awareness for veterans suicide prevention today at WECA's California headquarters and training facility.

Employees were cheered on by coworkers present at the facility and virtually on Zoom.
